(8)Even as various security agencies vied for the custody of 26/11
attacks handler Abu Jundal, a city court verdict went in
   favour of the Delhi POlice special cell on  Thursday. Rejecting
thee pleas of the  NIA, ATS Mumbai, ATS  pune for the
   judicial custody, Delhi chief metropolitian magistrate (CMM) Vinod
Yadav allowed the Delhi Police's special cell to
   retain his custody for anothe 15 days. The NIA, on the other hand,
said that it was required to produce Jundal before
   its designated court on July 6. stating that it had been given the
responsibility of averting terror attacks,
  its counsel said the handler's custody was crucial for its

telecom sector, made up of nine secretaries, seems to
  have lost its significance as the department of telecommunications
has been bypassing it on important issues, even while
   ignoring some of its key decisions. For example, a recent DoT
proposal for cabinet seeking to impose a one-time spec-
  trum charge on cellular operators, was not even sent to the Telecom
Commisions. On the other hand, the communications
  miinistry is reluctant to charge a one-time fee on the excess
spectrum that incumbent telecom operators got beyond
  contractual obligations, as decided by the Telecom Commision in
